I will say anywhere in Thailand.
Winter is not a real winter in Thailand but the weather is better than normal weather.
If you go to the north of Thailand, it might be too cold.
I will recommend anywhere except in the north of Thailand. Lol

For me, Chiang Mai is the best place to travel in winter. I have been to Chiang Mai in winter for 5 times.
The weather is very nice. The view and scenery are very gorgeous.
