The other person may understand it or would not bother to care about it, and be silent and leave you.

Honestly, no such things as a kind rejection because rejection is a tough things to deal with for the other person, but if they truly insists, and you already declined, then they are just being rude to you. You should be direct about it and if you know that person well, then say to them why you reject them. Make them understand where you are coming from instead of just a "no, sorry". I would much prefer to be rejected and a reason to it than just a straight no if I know the person for some time.
